Annual Parish Meeting
The Annual Parish Meeting was held on 21st April in the Village Hall with around fifty residents attending. A very interesting talk was given by the new High Sheriff of the Royal County of Berkshire, Dr. Christina Hill-Williams, who told us about her role and also the history of the position. Several organisations and charities in the village were represented and either presented written reports or spoke about their work.
Residents were given an opportunity to express their views on issues in the village. As usual parking in the village was high on the agenda and it is hoped that the presence of the new CEOs will assist in this matter. They are seen regularly in the village and have been targeting problem areas.

Annual Parish Council Meeting
The Annual Parish Council meeting took place on the 5th May. At this meeting, the chairman and vice chairman were elected and also committee membership was decided. Mrs White was unanimously elected as Chairman with Mr Child elected as Vice-Chairman. The Parish Council is looking forward to another year working to ensure that the village is a safe and happy place to work, rest and play. The membership of committees is as follows (the chairman and vice-chairman are ex-officio members of all committees):

At the April meeting, it had been decided that full Parish Council meetings would, in future, take place on the second Tuesday of the month. This would allow month end financial information to be circulated along with agendas. At the May meeting, the appropriate changes to Standing Orders were approved to allow this to happen.

WBC Local Development Framework
WBC is currently preparing its Core Strategy, which is the lead document within the Local Development Framework (LDF). This will set out the overall planning strategy for West Berkshire and will be the basis for all subsequent documents produced as part of the Local Development Framework.
A consultation document - Options for the Future has been produced and there is a six week consultation period between 22nd May and 3rd July.
This is an important document and will determine where West Berkshire's allocation of 10,500 new homes to be built by 2026 years will be located. This will obviously affect Pangbourne and its development in the future. I would urge you all to have a look at it and send any responses to WBC. All consultation material is available on the Council's website at www.westberks.gov.uk/ldfconsultation and available to view at the Council Offices in Market Street, Newbury and in all public libraries across the District. A copy of the document is also available in the Parish Office.

River Meadow
Sadly, within a very short time of new lifebelts being installed, two of them have already been removed despite notices on the housing to warn of the consequences. We have been given two lifebelts from Adventure Dolphin and these will be used as replacements. If you see anyone tampering with these belts, please do report it to the police.
There have also been incidents of fires on the meadow and again, please report these if you are aware of anything going on. The Parish Council have asked the police for increased patrols in the area. Can I please remind everyone that the use of portable barbecues on the meadow causes serious damage unless they are raised off the ground.
We have also arranged for the seats to be repaired and re-varnished and it hoped that work will start on this next week.

Recreation Ground
Incidents continue to occur at the Sports pavilion area. The Recreation Ground car park is now being locked at night. A big thank-you to the residents of Thames Avenue who close the gate in the evening and open it again in the morning. A new sign has been put on the gate notifying users of the closure. Work is progressing on the playground refurbishment project. An application to Awards for All for funding was, unfortunately, rejected. However, the Parish Council is hoping to be able to start work later this year; it will probably mean closing the playground for at least a month.

Road Safety Improvement Scheme
Following the recent consultation on road safety improvement proposals a meeting was held with WBC, Mrs Bale and representatives of the Parish Council. As a result of this, a revised 20mph scheme will go to consultation and, if successful, it is hoped to have all the necessary work done before the planned resurfacing already announced takes place.

Overgrowing vegetation
A reminder to all home owners to check that their vegetation is not growing over the pavement, footpaths and roads. At this time of year, things grow very quickly and it can be extremely difficult for wheelchairs and prams and even ordinary pedestrians to negotiate pavements with overgrowing vegetation.

Adventure Dolphin
As I write this, work is due to start very soon to prepare for demolition of Adventure Dolphin, in preparation for the new building. The Parish Council has been assured that demolition itself will not take place until after the weekend of the fete.
The Parish Council as landowners has negotiated a licence to allow demolition and building to go ahead. It is hoped this will be signed shortly, along with a Good Neighbour Agreement

Village Hall
The Parish Council has now given approval for the old entrance to the Village Hall to be bricked up and it is hoped that this will be completed soon.
The CCB(Community Council of Berkshire) Volunteer Group has arranged for a group of around 60 people from Vodafone to come to the Village Hall on July 23rd to decorate the main hall, corridor and toilets and to also tidy up the area at the side of the hall close to the car park. The Parish Council can also apply for a grant of up to £1,000 from Vodafone Foundation to cover the cost for materials needed for this. We are very grateful to CCB and Vodafone and look forward to seeing the work completed.

Village Plan
By the time you read this you will have received the Village Plan Questionnaire and hopefully returned it to either the Parish Office, the Post Office or the Library. The questions developed by the Parish Council were compiled and printed by the Greenham Common Trust and we are very grateful for their contribution. They will also be analysing the results which will feed in to the Village Plan Refresh.
A big thank-you to June Hughes, who has carried out an incredible amount of work in getting us to this stage and also to all the people who have helped her.

Planning
The Parish Council were represented at an Eastern Area Planning Committee meeting on 3rd June when the third application for an additional dwelling at Little Herons, Riverview Road was discussed. The committee decided to reject the application.
A reminder that the public enquiry into the appeal against the enforcement order at Chalk Hill Farm, Pangbourne Hill will take place on 8th July at Newbury.
